No, no sex, if someone is infected.
However, HIV is also spread through blood transfusions, for example through the use of a common needle with a HIV-infected drug users during an infected blood or blood transfusion. (Most countries screen all blood products for HIV).
There are less common forms of transmission as possible, but it is not likely to be found in most countries.
